Police make arrest after brief standoff

According to Skagway Police Department records, Sgt. Michels received a call that a man had threatened another with a knife on May 11.
After a tense standoff, William Harbison, 37, of Sewickley, PA, was arrested for Assault in the Third Degree, a Class C felony.
Michels, along with Skagway Police Department officer Rick Ackerman responded to a report of an assault involving a knife near 14th Ave and Main Street in Skagway. Upon arriving. Michel and Ackermman were told the suspect had left the area on foot, walking north wearing a black hoodie.
During the subsequent search, Sgt. Michels located and attempted to make contact with a male, later positively identified as Harbison, who was walking north on the dike between the Skagway River and Alaska Street. 
After locating Harbison, Michel said the suspect was uncooperative, refusing to follow directives while mumbling incoherent statements. After being ordered to halt, the defendant turned and began walking south. 
Michels said he again located the suspect and made contact for a second time, this time with his gun. The defendant, he said, began to follow directives before, without warning, he placed his hands in his pockets, stood up and started saying that he is “Jesus” and for Michels to kill him. 
Michels said Harbison, removed his hands from his pockets and attacked him. Michels said he was not able to clearly determine if Harbison had a knife when he attacked. Even so, he chose to holster his firearm and fight the suspect hand-to-hand. Shortly afterward, Ackerman arrived on the scene and saw the altercation. Ackerman joined the struggle and helped Michels gain control of the defendant and place him in handcuffs. 
After the suspect was detained, Michels said he found a Gerber folding knife with a partially serrated blade on the suspect. The blade of the knife, he said, was measuring approximately 3 inches.
After Harbison was arrested, Michels obtained a written statement of Wynn Edwards, who was the initial victim. Edwards said he encountered Harbison walking on Main Street near the intersection of 14th Ave. He said as the two approached each other, Harbison pulled out a knife, held it at chest level while waving it around. Edwards said he was forced to walk backwards as the defendant kept approaching.
Following his arrest, Harbison was transported to the Dahl Memorial Clinic.
